Not sure if this forum is right place to post.

So, the thread name says about issue is that the device causes Package C-State stuck on C3 and never go lower:

Earlier it was like that:

I have already tried re-installing drivers (also, for some reason, even going to stock driver didn't fix that), OS, enabling some more power saving features, but still no luck getting it back working as it was.
The only fix is not to use Ethernet/use WiFi and I'll get cool C8 State

Any of you any ideas how to fix?

I cannot comment specifically about this problem, but for any and all Ethernet issues, I "always" swap Ethernet cables as a first step. Ethernet cables (and their connectors) are cheap, flimsy, easily damaged but critical network devices (one reason I always make my own). Also, router or switch Ethernet ports have been known to cause problems/go bad too. So try a different port and see what happens.

I could say that I already have done every thing you said and still didn't help. Got a try at home, with switching cables and ports, tried at work. Still no luck, same result, stuck at C3!

If other computers work fine, the problem my with the adapter in your computer.
