RTX 2080TI code 43 and low resolution

I swapped my rx 580 for a RTX 2080ti and I wanted to start gaming today with my friends. So I plugged in the gpu and what came to my surprise I got code 43 and low resolution.i have tried to flash the bios and install older drivers but there was no hope. If any can help please recommend some suggestions to fix this issue.

Intel xeon hold 6520 3.0ghz 20 core
Dell workstation motherboard
RTX 2080TI GAMING X TRIO
8TB Samsung evo 850
16Tb dual barracuda harddrive
1500 watt platinum rated psus
128 gb ecc ddr4 memory

Intel Xeon Gold 6248 Processor (27.5M Cache; 2.50 GHz) 20 Cores

That is two GPUs giving you error 43 in the same PC? If so then it’s hardly a GPU fault per say or? I’m not offering a solution but old hardware, your Dell, seem to hold you down. OS?
 
Try both cards in some other computer if you can and see if they're any good and only then attempt to flash their BIOS if they do not run the original one.
 
So you flashed the bios because you got an error message?

Why do people immediately rush to flash the bios the minute something doesn't work? Great way to ruin your card. So many other things to troubleshoot before ever going near the bios.
 
I tried the card on another system with a i9 10900k there is still no luck so far
 
Where did you get the card, from some miner, I mean, is it of good origin/not used for mining or just a random cheap-er ebay offering? Better to just return it and have peace of mind.

That was my thinking as well. You bought it, doesn't work. return it.
