RTX 3070 low FPS & Utilization

Hi all.

My setup first:
AMD 2700x
1x16GB RAM 2666MHz
A320M-K Mobo
700W PSU
RTX 3070 GPU

I recently purchased a 3070 (upgraded from 980, then 2070S tester).

I've been having so many issues with this card, where I had none with the 980 and 2070s.

When playing games, my FPS is way too low. I mainly play Battlefield, but I've seen it with Borderlands, GTA V and F1 2021 as well... Other games do the same.

Please see the pics below. I used BFV as the benchmark, but I mainly play BF 2042, and the FPS is just horrible! Averages between 20 and 70 on 1080p, 4k and any graphics settings. The fps doesn't change no matter the resolution or graphics settings (well maybe with like 5-10%, but is neglectable)... So weird...

I have tried different drivers, from the oldest one BF accepts, to now the latest one. I also used DDU to do the installations properly...

Updated BIOS, VBIOS, enabled resize BAR, played around with HPET, tried different combo's in NVidia Control Panel, Max Performance, etc...

I also tried 32GB ram, and it did not make a big difference. (2x16GB 2666)

I have researched the 2700X RTX 3060 combo, and it shouldn't bottleneck it.

Anybody know why my GPU utilization might be this low? And it's only this low when I start playing on foot...

your cpu is also possible problem for combo stress !
MSI KOMBUSTOR -- 3d load + add cpu burner "example" and check FPS drop

i have the same problem, wow dragonflight ptr, absolute minimum graphics settings and i get 67 fps with 9% gpu utilization on full hd :(
 
sorry, but setting power management to max doesn't change anything but preventing downclock on low load.

its probably driver or os related.

in bios, change pcie slot where the gpu is connected to 3.0 manually, chipset/m.2 to 4.0.
i recommend doing proper cleaning, going offline (disconnect ethernet or turn off router), uninstall amd and nv driver and any sw.
reboot to safe mode, clean with ddu for amd/nv, make sure to set option that win does not update driver, reboot, clean again, reboot and leave safe mode, shutdown.
install amd chipset driver (latest from amd site), reboot after its done, shutdown after that, new boot and install Nv driver, select clean install option.

otherwise think about clean installation of OS.

I'd say that 2700x is also a bottleneck for your RTX 3070.

Check your CPU usage while you game.

now is possible create LOG in .CSV - send here file from gaming :p

this contains FPS vs complete system statistic - best for DEBUG or is possible setup OSD "real-time info in games - best for game setup"

wow dragonflight ptr, absolute MINIMUM settings, and i get 68 fps with 8% gpu load...
 
I did all the DDU uninstall thingy's, GPU and CPU in safe mode, with latest drivers, etc...

Please see below screenshots.

BF2042 at lowest settings and at Ultra settings with DLSS on quality, performance, etc, Ray Tracing On/Off... It doesn't matter... Still getting between 25 and 60 FPS on ANY settings...

PerfCap is also weird...

Check your CPU usage.

A 2700x might not cut it with a RTX 3070.....

in bios, change pcie slot where the gpu is connected to 3.0 manually, chipset/m.2 to 4.0.
i recommend doing proper cleaning, going offline (disconnect ethernet or turn off router), uninstall amd and nv driver and any sw.
reboot to safe mode, clean with ddu for amd/nv, make sure to set option that win does not update driver, reboot, clean again, reboot and leave safe mode, shutdown.
install amd chipset driver (latest from amd site), reboot after its done, shutdown after that, new boot and install Nv driver, select clean install option.

otherwise think about clean installation of OS.

I'll double check the BIOS settings again, but I think I did change all of it up...

I've done all the driver updates/reinstallations properly, but still no magic.

I'm dreading the clean OS installation. Urgh....

Should I just upgrade to Windows 11 or do I need to do a clean install? But I would rather just figure this out...

Check your CPU usage.

A 2700x might not cut it with a RTX 3070.....
CPU usage at around 50-60%, with GPU @ 20-35%

2700x on 3070 bottleneck is around 5%. So it can't be that...
 
it's best to also choose a setting
FPS - variable rate
fps limiter "-3 under monitor rate"
+ g-sync or free-sync

and your post - Vrel or powr CAP REASON ??
try create LOG from gaming "HWINFO" ;)

But I really don't think it's the drivers...

Will HPET changes effect anything? I did some, but it seems to run better with it turned off...

Where and how do I do all of this?

I don't have G-sync or Free-Sync monitor...

I switched off all framerate limiters and v-sync's are also off

you run a 2700x with single channel 2666mb/s ram.
depending on your game i'd be surprised if you reach more than 60-70 FPS CPU bound.
your Battlefield V results are what i expect from this specific setup. (should be go up to around 110-130 FPS with proper dual channel ram at ~3200Mb/s)

Here I have 32GB RAM, dual channel, identical...

Same thing... I'm averaging between 50 and 70 now, but it is still waaaaayyyyyyy to low...

So it's not the RAM...

I tried to change those settings in the BIOS, but I couldn't find them anywhere....
 
and now you swapped games to BF 2042. a game that runs at less than half the framerate compared to Battlefield V.

this is not how a CPU works.

so that's normal as well.

you're in a helicopter flying above the map so your framerate looks exactly as expected. + you have software running and probably not a 100% clean windows installation like in this benchmark.

you run against a wall with a problem that does not exist.

2700x is an older gen CPU, not so great IPC and low clock speeds compared to recent CPU's.

You will see a huge improvement if you had a recent CPU as you can see in the graph posted by GerKNG.
 
dont waste your time with all the gpu tools/settings/debug crap.
if this is the same install before swapping hw, i recommend a clean install of the latest 10 build (while offline, incl during driver install), then load ddu to set windows to NOT update drivers automatically.

all that always fixed it when i worked on my/friends rigs with same issues.

use something like truimage or similar (not up to date on those), to backup the OS drive after clean installing os and updates, and after all drivers are installed.
then if something goes wrong, you can restore it back to that same state, instead of having to do a full install.

anything after that will be related to cpu and/or ram holding gpu back.
see that you install 2 identical sticks from a kit, will not do magic, but needed to really make use of it

2700x and bottleneck for gpy under 10%, doubt that buddy.
 
Its the cpu. if u can , get a 5800X3D chip or something 5000 series

But you can read the graph and that's saying enough imo, ok that was a 3090 and OP has a 3070, but I'm sure there's a lot to gain with a more recent CPU.
