RX 5600 XT Low fps/gpu usage and frametime spikes

Hi, first of all, not a native speaker so there will be typos, sorry

I recently bought an RX 5600 XT, GV-R56XTGAMING OC-6GD Rev 2.0 to be exact, and I'm getting worse fps than my previous GTX 1060

My current bios is FZ2, I updated it to FA0 then FA1 but nothing happened so I downgraded it just to be sure is not a bios thing

I reinstalled my Windows and tried all beta and wqhl drivers, I'm on 20.9.2 beta now

In most games like Assassin's Creed Odyssey, Far Cry 5, Battlefield 5 and Need for Speed Heat my fps are all over the place with the card usage sitting in 50-70%, and Horizon Zero Dawn is plain unplayable with the frametime all over the place, I even get audio freezes

My full specs are

Gigabyte GA-A320M-S2H
2x8Gb Kingston HyperX @ 2666
Ryzen 2600 Stock
The RX 5600 XT previously mentioned
240Gb SSD + 1Tb HDD
PSU Aerocool Cylon 600w, 80 Plus Bronze

It's not a temperature thing, or a defective psu since I get the 99% usage in Furmark and some games like Overwatch, it has to be a software thing, I'll leave a screenshot of AC Odyssey, look in the part where the gpu usage should be, it's just a random value

heavily CPU bottlenecked.
especially in these two games.
 
AC and Far Cry are notoriously single threaded limited games. Battlefield 5 is also a pretty heavy game with variable performance, the GPU usage would go up down even if you had the best system out there.

It's not bottlenecked.The Rx 5600 XT is not powerfull enaugh to bottleneck this CPU.(

It happens to me in cs go.I had better performance (~220 fps) with an gtx 970 and ryzen 2400g.When i bought the rx 56000 xt i got max 150 fps.
In snowrunner i have better fps at ultra settings then when i lower the settings.
Its definetly something with the card.

in AC odyssey and need for speed the GPU is 100% bottlenecked.

even my 10900k at 5.1 Ghz all core bottlenecks my 2080 Super in these games.
 
Yes, in more demanding games its bottlenecked, it shows in that video, i see it now .But i still dont understand why i had better fps in CS:GO with my gtx 970 then with the rx 5600 xt.I will overclock my cpu to see if i get better results.

I dont have time to read all the answers you got already. Im hoping this might help:
I had poor performance in BF5 with the same system youre using getting around 60 or 70 FPS. What I did is I instaledl the newest, or the 2nd newest, version of the radeon software (before that I used AmdCleanupUtility and DDU to insure the previous driver was removed completely). That didnt fix it for me though. I also disabled all the Vsync and FreeSync, which did help but my system still underperformed heavily.
I struggled with that for around 2 weeks haha so this is what I came up with today...:
In my case my PSU was not set up properly. I went to "Power and Sleep Settings" and then to "Addtional Settings". There I switched to the highest perfomance plan.
Long story short: Im not 100% certain that was the issue because I tried out so many things. But when I now play Bf5 I get good FPS (around 100 at 1080p) and my GPU is using all its power pretty much.
This problem really annoyed me for many days and I gotta get up in a few hours but I really wanted to share this to anyone having the same problem as I had and who is now desperately searching for a solution.
