Can you provide more info about your card? Which part number is listed on the cooler or backplate? Which brand?
If it is a Chinese brand, please remove the cooler and share a clear picture of both sides of the PCB.

Without this information we can't help you.

Video card is from HP prodesk 600 G5. She has HP part number. I take a picture after few days.

I think got enough information for now

This bios seems to be the orginal:

The following bioses are likely compatible:

I flash with bios in first link. No result. Same problem.

Has the card started behaving like this, or did you get it used and it's not working?

Card is brand new. Never works. It was sitting on the computer in a box. The computer is working. I tried the card on another computer, same thing

Did you try with newer drivers as suggested above?

In old days we've seen a lot of these errors (43) when GPU was failing and couldn't initiate D3D device when a driver was installed only 2D working... strange when saying its new but did you really see it working in the old OS with full acceleration... electronics are made to work every day and also die when not put to work, moister environment, bad handling etc...

Did you try the other bioses in my previous message?

Only first bios. Other 3 not compatible with this card and don't want to flash- display message error
You are not using the flash guide. Use the flash guide to flash the other bioses:

The part of the flash guide you need to execute:
For RX 500 Series (Polaris) and Older:

Get amdvbflash 2.93

https://www.techpowerup.com/download/ati-atiflash/

Then look for Version 4.68, underneath 4.68 you will see a link to show older version, click that and you should see version 2.93

Follow these steps carefully:

1. Open your "C:" drive in Windows, create a new folder, call it atiflash.

2. Extract the contents of atiflash_293.zip to the "C:\atiflash" folder

3. Find the bios file you downloaded and rename the bios file to 5 digits with .rom on end Example RX 580, change file to rx580.rom (r****.rom)

4. Move r****.rom to the "C:\atiflash" folder

5. Open the start menu, type cmd, when cmd.exe appears right click it and hit "Run as administrator"

6. At the command prompt type in cd\ and press enter until only C:\> is on the screen.

7. Type in cd/atiflash and press enter, you should see C:\atiflash>

8. Type in amdvbflash.exe -i to identify the gpu you want to flash with a 0, 1, or 2)

9. At the C:\atiflash> prompt type in
amdvbflash.exe -unlockrom 0
(there is a space between the e and -unlockrom and 0)(0 is the number zero)
press enter and you will be prompted that the "ROM Unlocked" (or 1, 2)

10. At the C:\atiflash> prompt type in
amdvbflash.exe -f -p 0 r****.rom
(there is a space between the .exe and -f, and a space between -f and -p and 0).
(Or 1, 2)

Press Enter

I can' not flash with other 3 bios.

You didn't read and follow the guide. Your screenshot shows version 3.31. There is a reason why you need to use version 2.93 ;)

Please follow the flash guide of eidairaman1:

Press Enter

Follow directions on screen and if flash is successful exit the command prompt and restart, windows should show up on screen

Install new Windows 10 (in win 11 not works) and amdvbflash 2.93 works. I flash video card with all bios in your links. No result - display same error Windows has stopped this device because it has reported problems (code 43)

The card seems to be broken on hardware level. You can try to use AMD/ATI Pixel Clock Patcher and see if is then able to install the driver
