First of all, sorry for my bad english, I speak French :D

I have 2 identical RX 580 2048SP (6pin) :
The first one : weird colors at startup and during boot (windows logo), but no issue on logon and after.
The 2nd one : black screen for post and boot but ok on logon and after.

The 2 cards show the same GPU-Z informations.

Here are some additionnal details :
GPU AMD M75MR.00

Memory Samsung 025
K4G80325FC HC25

Maybe a vbios issue ?

Are you sure both cards have identical vbios installed? It sounds like different vbioses

In the GPU-Z panel, the Bios version is the same.

Bios version number doesn't say anything at all. Please check the "Video BIOS Collection" on this site and you will notice the same bios version is used for multiple cards.

Please make a vbios dump of each card and share it here.

Ellesmere.rom contains Samsung K4G80325FB and Hynix H5GQ8H24MJR memory support
The first dump has the same SHA checksum as this bios: https://www.techpowerup.com/vgabios/237747/237747

Ellesmere2.rom contains Micron MT51J256M32HF memory support
The second dump has the same SHA checksum as this bios: https://www.techpowerup.com/vgabios/257628/257628

I have 2 identical RX 580 2048SP
Based on the bios dumps, those cards are physical not identical since they dont have the same memory.

The following bioses will likely work on both cards:

When flashing, you must use AMDVBFlash 2.93. Please follow the flash instructions below.

For RX 500 Series (Polaris) and Older:

Get amdvbflash 2.93

https://www.techpowerup.com/download/ati-atiflash/

Then look for Version 4.68, underneath 4.68 you will see a link to show older version, click that and you should see version 2.93

Follow these steps carefully:

1. Open your "C:" drive in Windows, create a new folder, call it atiflash.

2. Extract the contents of atiflash_293.zip to the "C:\atiflash" folder

3. Find the bios file you downloaded and rename the bios file to 5 digits with .rom on end Example RX 580, change file to rx580.rom (r****.rom)

4. Move r****.rom to the "C:\atiflash" folder

5. Open the start menu, type cmd, when cmd.exe appears right click it and hit "Run as administrator"

6. At the command prompt type in cd\ and press enter until only C:\> is on the screen.

7. Type in cd/atiflash and press enter, you should see C:\atiflash>

8. Type in amdvbflash.exe -i to identify the gpu you want to flash with a 0, 1, or 2)

9. At the C:\atiflash> prompt type in
amdvbflash.exe -unlockrom 0
(there is a space between the e and -unlockrom and 0)(0 is the number zero)
press enter and you will be prompted that the "ROM Unlocked" (or 1, 2)

10. At the C:\atiflash> prompt type in
amdvbflash.exe -f -p 0 r****.rom
(there is a space between the .exe and -f, and a space between -f and -p and 0).
(Or 1, 2)

Press Enter

Follow directions on screen and if flash is successful exit the command prompt and restart, windows should show up on screen.

The fact that my memory chips of the first card are Samsung K4G80325FC instead of K4G80325FB isn't a problem ?

I've tested the suggested vbios.

RX #1 (Samsung memory)
original bios : weird colors until logon, then ok, score 3DMark ok.
Bios #1 : weird colors all the time.
Bios #2 : no signal.
Bios #3 : weird colors all the time.
Back on original bios at this time.

RX #2 (Micron memory)
original bios : no signal until logon, then ok, score 3D Mark -20% than average (GPU +/- 800Mhz).
Bios #1 : weird colors until logon, then ok, score 3DMark -15% than average (GPU +/- 900Mhz).
Bios #2 : no signal.
Bios #3 : weird colors until logon, then ok, score 3DMark -20% than average (GPU +/- 800Mhz).
Stay with bios #1 at this time.
 
Well if you have FC for sure you won't use FB bios.
You must use the BIOS that will match your card's ID, subID and memory type.
Anything else would brick it.
 
Ah yes the typical chinese market weak 580.

1002 6FDF 1002 0B31.

The bios files you use must specify what ram is written in the file.

When the card has Samsung FB, FC, FD, FE etc, or Micron HF, HFB, or Hynix AJR, MJR, or Elpida ram, the file must match the specific ram, you can't use a Samsung FB bios on a card that has FC ram etc.

Sorry my bad for the wrong Samsung support. The original bios which you shared with us mentioned K4G80325FB instead of K4G80325FC which you had listed in your starters post.

Please try this bios on both cards. RX570 has the same performance as a RX580 2048SP bios.
