I can't format USB drive, the disk is write protected. Try with:

I have 10 movies on this stick. If I connect the stick to the TV, the movies play perfectly, if I play the movies on the PC or Laptop from the stick, play. So how is he dead?

Thats a failsafe on many USB Sticks, if the Nand Chip goes BAD the Controller Chip will go in a Read-Only Mode. you can try the HDD Guru Low Level Format Tool, it worked for me in the past on a variety of Drives/Sticks. But I would not trust this stick anymore.

In the list above, I also listed this software that I tested and it didn't work!
 
My old Panasonic TV when hard drive is formatted there is some-kind of protection when plugged into a PC. If I remember correctly, I have to un-format drive on the TV in-order for drive to work on a PC.
 
You might try the built-in windows partition tool: admin command line, then DiskPart. Select the correct disk, select the correct partition, delete the partitions with /force and see if it will let you.

Write protect is the drive telling you to get your stuff off the drive before more damage happens.
 
Its a usb flash drive, bin it and buy a new one...

attributes disk clear readonly in diskpart to remove write protection ?
