Sapphire 2gb 6950 not using 3d high power

Spent time looking, but I didn't find any posts relating to this issue. I have 2 Sapphire 2GB 6950s in cfx, all at stock. They have been working beautifully for months. Recently I noticed that 1 card does not 'shift' into 3D high power. While the other card does. So the clocks are 250/500/800 and one card maxes at 500 while the other goes to 800.

I fixed the issue by upgrading the driver (11.7=>11.8) once. Now 2 weeks later it is happening again and reinstalling the driver is not solving the issue.

Any help with this issue or point me toward help is greatly appreciated,

Remember everytime you uninstall/reinstall drivers you need to disable ulps in the registry.

Complete wipe and reinstall (for an issue with Steam games).
Fresh 11.8
Regedit for EnableULPS = 0

one card still maxes at 500 Mhz.

I am at a loss of what to even try next.
