Spent time looking, but I didn't find any posts relating to this issue. I have 2 Sapphire 2GB 6950s in cfx, all at stock. They have been working beautifully for months. Recently I noticed that 1 card does not 'shift' into 3D high power. While the other card does. So the clocks are 250/500/800 and one card maxes at 500 while the other goes to 800.
I fixed the issue by upgrading the driver (11.7=>11.8) once. Now 2 weeks later it is happening again and reinstalling the driver is not solving the issue.
