I am building a server that I am hoping to use for a light game server/ web server/ media dump. The Specs I have so far are:
2 AMD Opteron 270 Italy 2.0GHz 2 x 1MB L2 Cache Socket 940 Dual-Core CPUs
x2 Evercool K8 CPU brackets
x1 Asus K8N-DRE-SATA-PB-2
x2 Micron 1GB DDR RAM PC-3200 ECC
Boxx 5u Server Chasis
500w Server PSU

I am hoping to host one small business's website from here along with a 24 man source server or two and as a dump for all of my movies and music (and stream from it from all the PC's in my house). Would this server be able to handle this? I also need to choose an OS to use and a storage solution. I have a 3.25 mb/s up connection. Storage wise I will need at least 750GB preferably redundant. I am on a pretty tight budget for storage preferably less then $100. Any sugestions?

the opty should be fine for streaming HD media and that amount of ram should not be a problem CS:S takes barely any cpu power or bandwidth to run so no issues there. depending on how many movies/tv shows and music you wish to store, i would suggest 3x 1 TB drives in raid 5.

I can get these for pretty cheap. http://www.geeks.com/details.asp?invtid=ST3750528AS-R Will the mobo raid be fine or should I get a card. Also what OS should I use?

those drives will do fine. usually mobo raid is fine for something not in a production environment. and for convenience just go with windows 7 and run media center on it unless you are familiar with ubuntu in which case run mythbuntu.

I have messed arround with ubuntu a little bit. Never much though. I am a computer tech by profession though, so it shouldn't be too hard to master it.
EDIT: Would upgrading to 4GB of ram be worth it?

yea ubuntu is cake. i dont think upgrading will do much unless you have a ton of people opening and closing programs and running things at once.

games like CS:S take barely any resources to run a server.
