"Set Mulitplier" not working on two notebooks

Today I installed Throttlestop 9.5 on the following notebooks:

Dell Latitude E6440 with Intel i5-4310M
Lenovo Thinkpad x250 with Intel i5-5300U

My plan was to use the "set mutiplier" function in order to set the clock speed somewhere inbetween turbo and non-turbo.
While the tool would let me set a given value under "set multiplier", when I push the "save" button, the clock speed does not change.

What works though is "disable turbo" - so when I check this box and click on "save", the turbo is switched off. If I uncheck this box and push "save", the turbo is on.

Can anyone tell me what I can do for choosing a clock speed between the turbo value and the non-turbo value?
 
Post a screenshot so I can see your settings. Try using the Windows High Performance power plan and make sure SpeedStep is enabled. Press the Turn On button. It should not say Monitoring in the title bar.

here is a photo - as you can see: the multiplier is set to 25, but the CPU runs on 2700 MHz.
SpeedStep is enabled.
Windows High Performance Power Plan is activated.
When pushing the "turn on" button, "monitoring" disappears.

Push the Turn On button and post an updated screenshot.
 
In the FIVR window, make sure the Non Turbo Ratio is set to 0.

Set Multiplier works correctly on my 4th Gen 4700MQ.
I can run at any speed I like.
I have never tested a 5th Gen U series. Your other computer should work the same as my computer.

here is a screenshot of the FIVR window - you are talking about the entry on the upper left side - where right now it shows the value 22 ?

Yes. The Non Turbo Ratio. When that is set to 22, that prevents Set Multiplier from working. Setting that to 0 should help.

oh, good! This now solved the problem. I would never have found out myself, so thanks you very much for your help :)

Now you should learn how to undervolt your CPU. That is the best way to save power. I would set the core and the cache to -50 mV and test to see if that is stable.

Check the Unlock Adjustable Voltage box in the FIVR window and move the Offset slider to the left until it shows approximately -50 mV. Do the same for both the core and the cache.
