should global c-state be "enabled" instead of auto on am5 x3d processors?

Auto is probably enabled. Motherboard manufacturers have a habit of using auto in this way. Occasionally it will be disabled on some stuff but it is really likely its enabled for c-states.
 
I just did this on a am4 system i built 3 years ago, it made shutdowns and bootups faster having cstates disabled.
