Speed fix

I put shadow detail to minimum and it seems to have solved the speed problem. Now i still have some graphical errors with my Radeon HD 3870, but at least i can play the game. I am now running at around 40fps with my q6600 at full detail everything (except shadows of course) and 720p resolution

Unearthing 5 year old threads is futile.

If you check the OP's system specs, he's no longer using a X1950PRO but an HD 5970 now. I'm pretty sure his Sim City 4 runs fine on that... ;)
