So i faced State Repository Service bug in fresh installed Windows 10 only in first install. Why?

Hello. My cpu 8700K ,16GD DDR GSKILL XMP ( 3000mhz )
2 disks: SSD Crucial 525 GB MX300, HDD TOSHIBA 500GB 7200RP
I downloaded from microsoft Windows 10 and make bootable iso in Pendrive Kingston Data Traveler.
During install i format SSD and HDD. I choose to install Windows 10 to SSD.
After installed Windows 10
I faced this issue:

My Windows 10 computer has became slow after cleaned install of Fall Creators. When I load some website in Edge and click on any link, nothing happens and the browser keeps freezing. I notice that state repository service takes about 100% resources of CPU usage. It happens while I connect it to internet via ethernet network. Then I open the Immersive control panel or Settings app and click on any link, the same problem appears, no matter using Microsoft or local account.

After 2-3 restarts issue gone. But i tried to reproduce this issue and i format disk again and installed Win 10 again from pendrive. But this time all was fine.
And my question is. Why after second format and second clean install Windows 10 i dont had this issue? Thank you for explanation. Cheers
From what i read from internet problem is reproducable. I met peoples that they reproduce issue by each fresh install on formatted partition. So why i cant?
 
Why try to reproduce it? Is the system working normal now!?
 
I ask to be sure if that was not hardware related. So just ask. I formatted again ssd and installed clean install Windows 10 from pendrive second time,and issue not persist. So why it happened just once?

On other forums peoples said that they was able to reproduce when me not. Weird?!
 
Why would you want to? Consider it a one off issue that you had and it's now resolved. Use something better than Edge like Firefox and go about your life.

If it is working now I wouldn't worry about it stop trying to break something that ain't broken now I would say it might have been an anomaly with operating system or that thumb drive itself.

Microsoft automatically downloads updates on Windows 10 which can infect the operating system itself
 
I even installed from Pendrive USB Windows 10 on formatted disk on my old laptop. The same, no issue. Weird.
 
Never heard of this issue.
I did at least 20 clean installs in the past 2-3 months and so far the worst was an ASUS laptop, which did not pickup some updates while I was working on it in my office, and then blasted my customer for a 2-hour "spinning wheel" session smack in the middle of a work day.

Even a tiny Acer netbook from last week had no lag or abnormal behavior, considering it only had 2GB RAM at the time (4GB stick was on the way).

I tried to reproduce this issue by formatting again and installing again but no luck. Any ideas? It was hardware related or more software? Memtest no errors

Ive seen 1 system thus far that was having an issue with sluggishness, it dealt with windows update, i don't recall if it was @jboydgolfer or not but the person left the system alone for a day and all was fine after...

Maybe because they all downloaded a broken/infected distro from ThePirateBay?

I've seen this type of panic before, when some dude put out a messed-up 1511, and in the following few months I was getting at least one laptop/desktop a week with non-responsive taskbar/start (and still occasionally get those).
 
They downloaded from MEDIA CREATE TOOL from microsoft . Like i said i formatted ssd again installed second time Windows 10 and why it not happened?:) Because maybe updates installed fine this time? First time i seen errors in event viewers about updates.
 
Ok well its working now so dont mess with it.

That linked thread on MS website had a nice answer: the CPU is busy because it has stuff to do. In this case it's updates, optimisation and configuration. Plus, from what I see in all of these threads, it's only affecting 1703 (not 1709, which is what MediaCreationTool would download these days), and only happens if you were offline during the stage where you update after selecting your region (at least from the words of those poor souls on MS forum).

10 sounds like a huge mess pertaining to this.

I feel @hurray needs to leave the system alone and enjoy it. If it bsods then that's a legitimate issue.

Wasnt there an Error in one of the fall creators updates that got fixed? Think I seen that on a different forum.
 
Ohhhh dear, it's our old friend "Forty Accounts Fred"....... Bye Bye. OP with the Dynamic IP, it's a software issue, reported on the most recent Creator's update. You have also probably noticed that I am following you on other accounts.
