Something's very wrong with my graphics card - help please.

The motherboard doesn't support UEFI, so Windows 10 will always be installed in Legacy mode. But I've never seen that affect performance like this. Being in UEFI mode only really improves boot time from what I can tell.
From what I understood, it affects anything that needs to access the drive, not just paging file. But then again, my performance gains could be from just having a clean install.

The only time I see the mouse momentarily freezing is when the CPU is maxed out, and I have a few things running.

But why keep using such an old card? I got a GTX970 at 110eur, used cards are cheap.

I know.

It's embarrassing to admit but I can't afford to spend money for my personal luxuries any more, and it has been so for some years now because the priority is health for my family and all the extra money we had has dried up. We're living on a day to day basis, spending a lot of money for my husband's and my daughter's meds, and therapy for our toddler.

I managed to change PSU last year and upgrading RAM 2 months ago, but there's not much one can do for a system which is over 7 years old. :(
 
In the UK an i7 930 is the same price as X5650. You could get an extra 4 threads and a few more mhz at no cost.

I'm in Malta in the EU but 3420km away from the UK, and shipping is phenomenal.

It's definitely not something to be embarrassed about, a lot of people suffer hardship not of their own doing, it's just life and we learn to deal with it.
Knowing your situation makes me wish I was in a situation to assist, but mine is much like yours, a daily struggle.

Ah ok, I understand you. I'm keeping my old phone, it just needs a new battery. I don't care about the broken screen since it doesn't kill the usability. :)

Unfortunately there was no one with a 670 who did the test, so I can't compare directly.

Does the ranking of my card seem OK?
Perfectly fine, I think it's rather a driver/software problem - Fallout 4? Notorious buggy game. Is everything else running fine? I'm not sure I got what your problem is.
