Speed Shift from TS Not Taking Higher Number While Plugged In - Warm Temperatures While Plugged In

I've figured out why my X1G2 Thinkpad is warm when plugged in it seems to be that Speed Shift goes to 84 on the lowest battery setting when plugged in. When I unplug it, Speed Shift is at 178.

Problem is when I try to set 178 as default for plugged in, I notice temperatures does go down sometimes, sometimes not. When it doesn't I check FIVR and I notice Speed Shift will display 84 then quickly jump to 178. When is happening the laptop is still warm.

So is there other settings I have to set in order to achieve 178 for when the laptop is plugged in? Why isn't TS able to control the Speed Shift?
