System freeze every half a second please help

look i have a big doubt that my case is the problem because i have optiplex 9020 case and when i tried to install the gpu it was very difficult and didn't gave me a tik sound when i installed it

what im i saying is my case os preventing my gpu from plugging up correctly
Describe in more detail what you mean by "very difficult". There is not enough physical room to install the GPU? Or was it just hard to install it (it is always awkward to install GPUs)?

You didn't hear the tick sound on installing it on the x4 slot or the x16 slot?

A more advanced trick you could do for troubleshooting is to unplug the PC completely, press the power button for 30 seconds to discharge it, unplug all the PSU wires and fan wires, unscrew the motherboard out of the case, and take the motherboard (with CPU cooler on it) and place it on a cardboard box. Replug all the PSU and CPU wires (you can leave the case fan wires unplugged), connect your GPU properly, and turn the PC on.

It's the testing procedure I do first when building a PC to make sure everything works. Nothing worse than a PC that does not start up or boot correctly after you spent hours assembling it into a case and routing all the wires, etc, etc.
