For a fresh Windows installation the typical workflow is to disconnect networking so you can install Windows with offline account and it won't immediately go online and download the NVIDIA driver from Windows Update
The problem is that 1.7.0 contacts timestamp servers on the Internet during the digital signature rebuild process, which of course fails if no connection available.
