We've done several budget builds using the
Fractal Design Meshify C. Great case. While it only comes with 2 x 120mm fans, they work great too - depending on what you need to keep cool. But what is really nice is you can easily replace the 120mm fans with more effective 140mm fan, you can add more fans too. And it supports many alternative cooling solutions as well. Plus FD cases in general are very well designed and built. We use FD on all our builds now.
I know many like RGB lighting but it does nothing for performance, consumes some power, generates some heat, and does nothing for performance (worth repeating). But
for me, I personally think a computer case should sit quietly and discretely off to the side and NOT draw attention to itself. After all, it's what's happening on my monitors that matter.
I know some folks who loved the novelty of the RGB lighting - at first. But before long, that novelty wore off and the lights became more a distraction rather than entertaining - especially when playing games or watching videos in a darkened room. So they ended up turning the RGB lighting off - making that feature a waste of money in the long run. Just something to think about.
