Laptop coolers can generally drop temps by another 5-10'c but the active airflow underneath that keeps the air moving under the laptop keeps the temps more consistent instead of spiking as the laptops cooling struggles to cope with the dead air being pulled through its vents which are usually located underneath the laptop.

It won't give you sub zero temps but I have used laptop coolers for gaming laptops and they have stopped my laptop going into thermal shutdown.
