throttlestop can downclock but cannot overclock

I have two questions:
> My system is asus g614jv 13650hx rtx 4060 i have throttlestop undervolt but under fvr in turbo groups section i overclock out of default ratios but when i check from hw info in cinebench23 test the clock does not go out of default settings what is the reason?
> I also tried xtu for this problem (without throttlestop) and it overclocked but this time the settings return to default at system startup.
I searched everywhere but couldn't find the solution.
 
Post screenshots of the main ThrottleStop screen as well as the FIVR and TPL windows so I can see your settings.

Did you check the FIVR Overclock box? Did you check the MMIO Lock box? Did you check the Speed Shift box in the TPL window and set Speed Shift Max to the appropriate value? Does the ThrottleStop Limit Reasons window show any reasons for throttling when Cinebench is running?

You do not need to adjust anything. The C States and Speed Shift Max are both OK.
 
what is the reason?
I have never owned or used a computer with a 12th or 13th Gen K series CPU. It is extremely difficult (almost impossible) to write software like ThrottleStop with no documentation from Intel and no hardware for me to experiment with. If ThrottleStop is not able to overclock your CPU then you will need to overclock it in the BIOS or you can try using Intel XTU.

I plan to wait for 14th Gen before I think about buying any new hardware for testing purposes.
