throttlestop pl1 not working

when the limit for pl1 is used, it is always something like 22, and not what I actually set it to.

even when i set it to 90, the limit 22 is still being used

i would like to set my pl1 limit to something around 30, even though that would not make much of a difference, i just want to know how to be able to actually change the limit.

You have the power limits reversed. Try setting PL1 to 30 and PL2 to 45. The PL2 power limit should always be equal to or greater than the PL1 power limit. Set the turbo time limit to the default 28 seconds. Set IccMax to the max for both the core and the cache.

What laptop model do you have? Many Dell laptops use an embedded controller (EC) to enforce turbo power limits lower than the MSR or MMIO turbo power limits that ThrottleStop can control. When this is the case, the lower EC power limits will be enforced and the MSR power limits in ThrottleStop will be ignored. That is likely the problem you are having.

setting the PL1 to 30 and PL2 to 45 did let the PL2 limit the power for a bit, but after that it continued to use 22 as the PL1.
i set my turbo time limit to 28 as well.
my model is the Latitude 7400, and my gpu is Intel UHD 620

Many Dell laptops enforce lower power limits using an embedded controller. There is not a simple solution to bypass this power limit. Do a Google search for IMON Slope. You might find someone that has found a way to modify this value in the BIOS to get around the power limit that Dell has set.
