ThrottleStop stopped working - Could not change service config: unknown error

Dell Latitude E5540
Win 10 Pro

Started throttling cpu to 0.78 ghz at all time, not the battery issue, or power adapter nor temperatures.
ThrottleStop solved it for few months with disable of BD PROCHOT.
But now it on startup throws error: Could not change service config: unknown error

Googled around, answers were antivirus and I removed eset antivirus and turned off defender, but no change.
Checked also memory integrity windows slider and it was already off.

No recent updates that I can see.

I feel I need to make sure defender is really off but interestingly none of the permanent solution I googled out(gpedit and registry) worked.
on the restart its back on. Though not sure if it really plays role, cuz it seems off temporary when its off.

Anything else to check, some log? Or see if some other windows protection?
Any other software that allows disable of BD PROCHOT?
 
No chance you might could find anything as much simple-fast-intuitive-stable as ThrottleStop.
BD PROCHOT can also be turned off by Quick CPU by Codebug, but be aware that with that software you cannot change PROCHOT offset along with undervolt things that is mostly most wanted part to tweak. Therefore, the best choices are ThrottleStop or Modded Bios, if you can get it.

Where do you have your ThrottleStop folder located on your hard drive? I copy all of the ThrottleStop files into C:\Program Files (x86)\ThrottleStop

Are you using Malwarebytes? That program can block ThrottleStop from running.

How are you starting ThrottleStop? Did you create a service? I use the Task Scheduler to start ThrottleStop.

I have never seen the "service config" error before. ThrottleStop still starts OK on my computers. One is running Windows 10 and the other one is running Windows 11. Both are using Windows Defender. Let me know if you figure out a solution.

C:\Zaloha\ThrottleStop\ThrottleStop.exe was its place but I downloaded fresh and tried that to run from downloads too

nope

Yeap, I used shawl to create a servive, so that it starts on boot with admin privileges

But I disable the service once the problems started and its not running when I am trying to run.

And even tried to run in under local build in administrator account.
