32GB RAM for sure if you plan to keep the rig around a while.
DDR4 is at rock bottom and will only go up in price as availability drops.

As for a GPU, if your monitor is adaptive sync you have more sensible options to upgrade with from AMD as stated.

I would not go for a 4070 unless you are able to offset the cost enough where it's performance / price make sense.
If Nvidia only, an on sale/clearance 3060 Ti would probably be the best you could do for a reasonable cost otherwise.

You should be fine for a while if maybe not ultra settings and not 4K.

^This, and I would also not commit to ANY upgrade until the post release player reviews for Starfield are up. We've only seen trailers for God's sake, and many games have released with really bad performance and bugs lately. You might not even get a good playing experience until at least a few months after it releases and gets some patches.

You give money for something that you don't know a lot about and pray that it will not be bad. It's not a very good investment imo, unless it turns out to be good, but it's safer to wait and see before buying a game.
 
6700XT is an absolute no brainer
40% uplift is very little. Closer to no uplift than to anything else. I'd recommend OP to either go for 7900 XTX if they can afford it or to wait for another couple years till AMD/nVidia possibly come with something worth considering.

2070, though, must be enough for 1440pLow/Med.

This. Preorders make sense if the availability of the goods you're buying is somehow limited. Or it can make sense if you want to show your support. But when it comes to games, you know you'll get an unfinished product that will need another month or two of patching for you experience to be non-frustrating. Who would want to support that?

"Jean-Baptiste show" one of the best Youtuber who talk about video game. Excellent writing, with a viewpoint that's always as objective as possible, thanks to all the references he possesses. He doesn't release videos extremely regularly, but he also stream on twitch about video games news every week.
 
I think the only way to watch him in english is the auto caption on yt. Stream are in french and videos too.

My favorite series he do is "Mes jeux 20XX" (My games 20XX) where he talk about what he play during this year, why, what did the games bring to him emotionnally or in term of entertainment.
Second one is my way to go to find some indie game "10 Jeux originaux & indépendants (20XX)" (10 originals and indie games (20XX)) I've find some gems in them or very interesting game to recommend for friend that are more into a genre that i'm not.

Sounds interesting and probably helpful. I'd watch those, if I had time to game still.
I never got this trend of ever jumping on the AAA release du jour (yup, I went there). Back when I was still playing, I was ignoring almost every AAA title, I had my fun somewhere else, including indies.

I've never understand this too, why would you restrain yourself on the biggest production instead of all the easily accessible game that you will enjoy more ? I think some people don't listen to themselves.

I took 7 years of French and even if I haven't used it in years and can't talk anymore, I would get the gist. The problem is I'd just be adding to my backlog :(

Sidenote: watching a re-run of "Haut potentiel intellectuel" as I type this ;)
 
Don't buy any thing and just wait until it's out and get solid info on what you need.
