Trying to convert SAS to SATA to salvage data

The hard disks have a single connector(looks like a sata data and sata power molded together), so there's no gap in between.

I found this adapter hoping it would do the trick. I hooked it up to another computer, yet the hard disk never turns on - doesn't seem to be getting power.

Does a Standard Sata power connector fit on its own (it should do )
if so just connect standard power connector to drive
then touch a chopstick to drive and put other end next to Ear
you should hear if drive spins up ( if does not = Dead Drive ).

No a standard sata does not fit because the connector is one piece (there's no gap in between data/power).

The drive isn't dead though, because when I put it back in the raid controller/bay on the server, it comes to life and hums along.

I am having to do this because the server will not boot Windows any more. It starts up and then tries to do start up repair automatically and then spits me back out at the Win 2012(Win 10 style) advanced troubleshooting page. I have the option to continue onto Windows or reboot. Continuing on results in an immediate soft reset by the machine.

Additionally, we've booted off of a USB drive to get into repair mode. When I goto 'refresh the PC' it says the drive Windows is on is locked.

Have you spare Sata drive and port ? on this machine
if so you could install a temp Test copy of win 7 ( to be deleted/Activated in the 30 day window ) or a Linux Distro if your familiar with Linux
SET IN BIOS as Boot Drive
you can then try to recover that Data from the Server ( providing Drive is Serviceable ) after running Crystal disk or other Disk health checking progs
If the Drive is Still Accessible and Serviceable and you have Recovered your Data ( Best done thru the Raid hardware it was set up on )
and the Server O/S is Corrupted You will have to Reinstall O/S

I did consider that. These machines are 1U in height. I have to open up the top, install the drive somehow and close it again (cannot run them lidless). I will try that a bit later, see how it goes.

EDIT: NVM, just occurred to me that the only spare drives I have are 3.5" which need power! agh

EDIT 2 : With the help of someone, identified that it's probably the chipset on my normal computer does not support SAS <> SATA conversion.
