undervolt help

hello would somebody be able to help me please with 19 14900kf im seeing low voltage on VIN3 i have no idea what it is sseems ever since i downloaded intel DTT i seen the off difference in menu im using msi lite load mode 2 LLC mode 3 or 4 i think im just trying to get lowest stable volt possible idle and playing games right now it gets to 1.2-1.3v under load for some reason the voltage keeps rising everytime i turn on my pc it started at like 0.079 im concerned about it it dont seem normal games seem fine right now though please any help would be greatly apprieciated also do those volts look safe considering 12v rail says 12.1v etc i have a negative voltage adaptive offset of like -0.054

0.079 is for some "800 mhz" "cold start". 1.2-1.3 is OK for such MONSTER chip. 1.4 maybe is high, 1.5 must not be seen any day for modern chips. Better adjust PL in BIOS (UEFI lol) - for example - 180 W is OK for "long" and like 200 W for "short". Then voltage won't "jump" very high too.
 
what about VIN3 i have noo idea what it does and it started out very low and keeps raising higher is that normal the 12v rail got as high as 12.264v and 3.3v rail is at 3.424v
