Upgrade to a brand new rtx 4070 making some problems/issues need help.

I got a new GPU but after i upgraded to it i started to see some problems. The GPU is a KFA² 4070 EX GAMER..

First issue i found is when i'm using my browser and when openning few tabs those start to "flicker". I first try to install the newest GPU driver directly from nvidia but this make things worse and any video playback would just hung up the whole browser. I then deinstalled the driver and it fall back automaticly to my older one. Now videos play with no issues but there is this wierd flickering for 1-2 sec after opening a new tab.. I try to deinstall again clean the drivers with DDU in safemode i then reinstalled the newest driver but the video issue pop back up so vieos would just hung the browser or not play at all.. Any way i deinstalled again with DDU the driver and downgraded a version below the newest one which was 536.99. then i got like 536.71 if i remember correctly the exact number but was a number below the newest. The problem still persistet so i downgraded to another one again and a number below and i still have the same problem. Now only my oldest driver that i had in the first place works (531.79) so that at least i can watch videos but the flicker persist.

Gpu works as intended tough in gaming. I get the performance i would expect from a 4070 after benchmarking some stuff like 3d mark. Temps are looking- i barely scratch gpu max temp of 56°-58°c after hours of gaming
I awso undervoltet the card 2 days later to 990 mili volt 2790mhz no memory overclock. Whitout the undervolt the card was pretty much at the exact same freuquency's of around 2790mhz.

The flickering was there long befor i undervoltet the card so in stock setting it is still not working. Any idea what this can be ? In games there is zero issues i can go 4k 1440p all maxed out settings raytracing + dlss or whatever settings and card runs everything with high fps no artefacts or any grphic glitches. Tems are mostly around 55°c in max full load.. I can game hours and nothing happens everything works..

And to mention an important thing that at the very beggining when i upgraded my old card to the new one i didnt uninstall the nvidia driver. I then found out that it had the flickering on the in inet browser. Then i just installed the newest driver but it get worse - flickering + videos will just hung up then i deinstalled in control pannel/uninstall "nvidia driver" - and this was acctually the only time that everything just started to work - after the deinstall i fall back automaticly to my old driver (531.79) and i had 0 issues no flickering and video was playing. After that unfortunatly i had some reason to try again to reinstall to the newest driver again with DDU and installed the newest one and from there the flickering gets back. So i started to downgrade the driver back 1 by 1 till i get back to version (531.79) which initially worked but it does not work anymore for some reason...

Any idea what this can be ?
 
It could be a setting inside your browser. I am using Edge ('cause I'm an edgelord :roll:) and it's running fine.
Try a different browser and see what happens.
 
I do not want to switch to any other browser i need to make my browser work. Just as it was befor with the old gpu and in the beginning just after i installed the gpu.. There it awso worked fine till i had the great idea to install the newest nvidia driver which break the whole thing.

I just found a solution for the browser - i had to deactivate "hardware acceleration" and now it seems to work no more flickering but this doesn't sound like a ideal solution ..
And there is still one more issue tough.. There is this game called "agario" which is a cheap browser game with graphics that any onboard card can run - but for some reason it laggs on a rtx 4070 lol even with hardware acceleration on.. On my old gpu it worked like charm. Wierd that the 4070 cant run it properly. Maybe it has something to do with the idle state that is in? But beside that it seems that everything else is running just fine now...
