I was thinking about upgrading my I5 2500 to a I5 3570k or 3770k, would it be worth it? Also, I was going to OC to 4.2Ghz. I have two GTX 660's in SLI. I know that my video cards are bottle necked by my CPU.
 
A 3570K is at best 10% faster than an i5 2500K so it be much better that you OC the 2500k to 4.5Ghz to 4.8Ghz.
Also in what game are your GPUs bottle necked by the CPU because an i5 2500K shouldn't bottle neck anything weaker than a dual HD7970/R9 280X/GTX 680/GTX 770 setup.

2500K is still an awesome CPU, and has far more OC potential without having to delid a 3570K. There isn't enough improvement over IVB or Haswell to warrant anyone sat on Sandy to upgrade. It might be a nice couple of percent in Firestrike score, but besides that I wouldn't notice a huge difference. Also in terms of bottlenecks, my 780 was run on an AMD 750K without any problems of the sort on 1440p. While in certain games, in certain situations a little bottleneck might occur, I don't think it's as prominent as you're expecting.
Buy a H80i or something and OC the crap out of that processor.

Ouch. Buy a 2600K, they're pretty cheap nowadays, and have all those yummy threads that can be OC'd to 5Ghz. In the UK a 3570K/4670K would cost around £160-£170. A brand new 2600K is £190, except you wouldnt have to change your board, so you'd save £130 right there.

Second this! If you're already on Sandy Bridge, best to keep there. Sandys can overclock very far on air cooling and don't have the massive heat that IVB and Haswell get when overclocking a great deal because they are simply better made. Soldering is superior to goop. No, you can't get PCIe 3.0 with a Sandy, but it's still not a big deal, and I don't think it will be for several years.

Find a 2600k, or even a 2500k to replace your 2500 if you're interested in improving your performance.

Third this! 2600K, OC to 4.5+, maybe a RAM upgrade (1333 is not optimal for overclocked CPU, your Z77 board will handle 2133 MHz RAM with Sandy CPU). May cost a bit, (AIO water cooler - $100, CPU - $200-$300, RAM - $75) but still cheaper than Haswell upgrade. And you can sell that non-K 2500 for about $130 (maybe).
