Why does the power to my usb ports work when my computer is turned off but not when when my other computer (the one in my room) is turned off?

some mobos have that feature some don't

Yep, as p_o_s_pc said, some motherboard provide power to USB even when not turned on. For example, my P5K-E does, which makes it very useful for keeping phones and music players charged. However, my Geforce 9300 doesn't, nor did my P7N Platinum

Some computers do and some don't... just like said above :)

thanks boys, I checked with my mp3 player downstairs and it worked so then I checked my phone and external HD upstairs and they didn't work. But I checked the same mp3 player upstairs and it worked so it must be the amount of power it draws I'm guessing?
The reason I'm asking is because I want to hook up usb speakers but use them when the power is off. So do you know if usb speakers draw a lot of power?

most motherboards have a jumper that will let you select if the 5v is connected to the usb ports when its off.

Really? I've never come across that one... out of the 6-7 different boards I've had with USB (post parallel/serial ports ). Then again, I've never looked.

My motherboard keeps power going to my external HD all the time this only works with 2 usb slots on the back of the board its nice when powering my Zune 30gb

I just realised that on the ASUS Maximus I have, the PCIe sound card stays lit, even when the machine is turned off. I assume the 5v rail is live across the board?

its called 5v standby or something ive had a few boards with it.

my board(biostar)has it across only the front USB ports(ones on front of case). My Gigabyte has it on ALL usb ports(the ones on the board and on case) I find it vary useful i use it to charge my cell phone and when i had my Ipod touch I used it to charge that.I will also use it to charge my zune 120gb(i'm unsure of it as i just ordered it and forgot already )

I want to use it for that as well but for some reason it doesn't work.

when I connect my mp3 player to it, it works, but not my mobile or external HD

It's probably the amount of power draw like you thought.
