Using PCI 16 express GPU with PCI 32, PCI 1x, PCI 64 motherboard

Need help finding adapter for Arima HDAMA SSI Server motherboard to connect with Radeon Pro wx 3100

Mother board has PCI 64, PCI 1x, and PCI 32 slots
GPU is PCI 16 express

The slots labled pci 1x on this board are the two highest pci slots in this picture.

oh, 3.3v
but the adapter doesnt need to fill the whole PCI 3.3 slot, im trying to figure how it works.
 
I see only four PCI-X and two PCI slots.
 
If my eyes serve me right, those are PCI-X slots, not PCI Express slots. The mobo's spec page supports my theory. If that's the case, there is no adapter possible. No PCI-E card will ever be able to be used there. (not at any usable speed for a video card anyway.)

Yeah those are definitely pci-x slots he's got a legacy server/workstation board I don't know if they even put those slots on anymore with PCI Express being on them nowadays
