For me personally I will recommend Vapor-X(My current and last cards were Vapour X so I am a little biased). Very quiet and keeps it very cool doing it. I hear the Twin Frozr can get pretty loud.

Twin Frozr Is pretty damn quiet!!! and stay VERY cool, but gigabyte's windforce is cooler and quieter

Well my 5870 Vapor-X OC under absolute extreme loads will just hit 70C as for the fan I have never heard it even at those loads. It idles at 32C.
I don't know which card your thinking about purchasing but the Vapor-X models usually use higher spec'd components as well such as better MOSFETs and their own "Diamond" Chokes.
