Hi, a friend gave me an AsRock X99 Extreme 4 motherboard with an i7 6950x and Corsair 2400 MHz RAM. Everything works fine, but I'd like to try overclocking on this platform. I've read a lot of things about how VCCSA / VCCIO can be dangerous for the CPU. I wanted to know what the name of this option is in this particular BIOS because I can't find it. I've already searched a bit on Google, but I can't find any overclocking options with this particular motherboard.

System Agent is VCCSA. VCCIO is VTT or QPI. If there's no setting, it should be the same as System Agent. This is directly for memory controller (on cpu) for memory overclocking.

If the system posts XMP 1200mhz (2400mt/s) with stock (auto) voltage (guessing it sets 1.35v) then leave it alone and do the cpu overclock.

Correct. If the XMP profile is stable with System Agent set auto, it's fine. Leave it auto.

I meant system Agent on auto is probably set to 1.35v. Confirm by looking at hwinfo64. Dram 1.35v is fine if in spec for the speed.

Go ahead and do the CPU overclock. Use as little extra v-core as possible. Utilize the multiplier. Start at max boost multiplier of 40x. Then 41 and test. 42x and test. Add just a little v-core when need be. Instability may show as a blue screen, add just a little v-core until stable.
 
I have a 360mm custom loop watercooling i think it's enough for this CPU
I saw on Reddit that the maximum core voltage is between 1.35V and 1.40V
What do you think?

I think raise multiplier at the auto default. Run a Cinebench run and observe the working v-core, not the idle v-core. Meaning during the middle of the benchmark.

Utilize LLC before v-core. You'll have to look in the bios what it's set to on auto. Asus goes up from 1 to 10 (example) 1 being lowest, 10 being highest no v-droop. I am not sure which way AsRock goes, but MSI is backwards to that. You will have to take note.
 
I managed to reach 4.3GHz for 1.352 Vcore tested on Prime 95 for 14 hours power consumption ~200W and 86c max on 1 core other was at 80c max I don't want to go further I think it's already very good like that
