Weird Browser Issue

So I have this issue where my browser stalls randomly for like 10 seconds every 10-15 minutes. Everything just stops working. Videos stop playing, going to a new page doesn't work, etc. Then it all resumes at once and everything works perfectly fine until it stalls again.

One thing I noticed is that my System process goes up to like 15-20% CPU usage during the time that it stalls and then drops back to its usual 1%-ish usage.

My first thought was some malware or virus so I formatted my drive and did a fresh install of Windows but the issue still persists afterwards so maybe it's a system setting or driver of some sort?

I don't believe it's a internet issue as my other PC and laptops are just fine and other applications like Steam or games that I'm playing online for an extended period are perfectly fine too. I believe it's strictly a browser issue. I've tried both Firefox and Chrome and they both have the same issue.

Any advice would be greatly appreciated!

That's a great idea. I've actually never considered it to be a hardware issue since I've never had any crashing or stability issues but it's definitely worth checking out. I'll run memtest on each stick individually and see if any issues pop up.

EDIT: I fixed the issue :)

I tested my RAM out and it turned out fine. The issue was that my PC didn't like Chrome's hardware-accelerated video decode setting for some reason so I disabled that under Chrome://flags.

All is good now so I thought I'd post an update with the solution in case anyone else was having the same issue!
