Make sure you are on the latest BIOS for your motherboard.
If your monitor's refresh rate is 165, cap your FPS down to 160 and turn on V-Sync.
Low Latency Mode should be Ultra. The only game I have encountered so far that has issues with this is Indiana Jones which needed to be On.

Disable g-sync if you want to play above the working refresh rate of it.

buttery smooth valorant vs cs2 LOL (reflex boost)
if only valorant had a skins market and a less.. "sensitive".. community

obviously didnt even need to finish the test
i did same settings g-sync on as well and its the same thing g-sync doesnt impact this at all
-insecure launch option on vs off (disables vac)

There is something running that CS2 isn't liking.
Do you have any sort of Spatial Audio enabled in Windows?? Dolby Atmos, DTS:X, Windows Sonic? Do you have any the HTRF enabled in CS2?

By any chance try disabling discord overlay if there are more programs you use disable them too with overlays
