It can potentially be an issue with your ISP, yes.

First visit this page: https://www.youtube.com/check_content_restrictions

If it says you have DNS or HTTP header restrictions, check if you have any parental controls or adult content blocking settings in your ISP's user portal - otherwise you might need to give your ISP a call and request them to stop filtering your network access and cancel any "family safety" garbage they may have foisted on you when you contracted your plan.

They usually charge for the "convenience" of implementing said access control (and log all of your browsing information, yay), so it is worth checking if they really foisted it on you as you may actually be paying for this as if it were a service they were doing for you. Good luck :)

I found out a long time ago that my ISP was filtering things on my connections and charging me for it too, a service I NEVER asked for or agreed to pay for, even in the fine print...and I have none of the above restrictions set on my rigs either...

So I called them up, and the phone monkey acted like he didn't know what I talking about. So I asked to be elevated to a supervisor, who confirmed that the service was running on my account, to which I immediately said nope, notta, now way 'Jose, take that sh*t off like yesterday ! At first she hesitated, then said she would have to get it "approved" by her supervisor, which I responded "I am your customer, therefore I am your supervisor, who is paying your salary, so get with the program and get 'er done within 24 hours or else..

24 hours later, still being filtered, so I call again, ask to speak to a higher level manager, and some butthead comes on & says the service was removed but that it takes 30 days to effect, during which time I was still responsible for the charges for it....

Nope, notta, no way 'Jose was my 1st response, and my next statement was that I was now turning this matter over to my attorney for resolution. He starting back peddling & apologizing & babbling on & on about procedure this, process that.... click... I hung up, called my attorney, who sent them a "cease & desist" letter the next day....

48 hrs go by, and whah lah, no moar filtering....and my next bill showed a credit for the total amount of the charges...so at least they had sense enough to do that without additional intervention...

Unfortunately, they are the only ISP in this rat-forsaken, shithole town, or else I would have dumped them long ago, but they do provide relatively fast service, so I'll just have to live with their crappy customer service for now, as I've heard rumors that some other provider is working to establish service here, I just hope it aint Comcrast :D

Some ISP's offer family filtering on their connections, it perhaps might be the case that they are working with youtube, but it also could be something unrelated, as I would expect the warning to say "your ISP" not "your network admin" if it was an ISP thing.

Google's documentation on this specifically states that it's not recommended for ISPs to place this block on their DNS, but some do so regardless.

my ISP is run by a bunch of underpaid wankers with infinite job-security. I wouldnt be surprised if one of the interns fucked up while trying to test something and tested it in prod lmao.

Wouldnt be the first time.
