Without knowing anything about your specs who can say from that.

Something on your computer is blocking access to those. Check the Task Manager and see how many cores and logical processors are being reported. You can also check with CPU-Z.
Are you running ThrottleStop in a sandbox or anything like that? What antivirus program are you using?
An 8130U has 2 cores and 4 threads. ThrottleStop should be showing data for each of the 4 threads.

If you are running any game optimization software, sometimes it will go through the tasks running on your computer and limit tasks to certain cores. I am not a big fan of this stuff but if it improves your FPS then I guess it is necessary.
