What are you thoughts on my stuttering issue?

Going to keep this short...

Really Long story short, since 2017 I have owned 5 gaming PCs, two pre-built and three I built myself... Each PC stuttered, doesn't matter what game it is, it will stutter relentlessly, doesn't matter what resolution I play at or what graphics settings, it will stutter so bad that it's basically unplayable. I have also gone through countless amounts of monitors, cables, mice, and keyboards and nothing fixes it. After doing all that, I thought it had to be something like the electrics in my house causing it because let's face, five completely different PC's with the EXACT same stuttering issue? No way. So, I got a new PC yesterday, got a good UPS too just in case, set it all up, loaded up a game, and yep, unplayable stuttering in all games again. I won't lie, I am so close to putting my head through my monitor, this issue makes zero sense. My current and last PC are both very high-end yet can't even run something as basic as Minecraft with stuttering everywhere.

Now that I have told you the situation, I just want to hear your thoughts on it, let me know what you think and hopefully someone reads this that has had the same problem.... And before someone asks because they always do, yes I have the DisplayPort cable going into my GPU from my monitor and yes the drivers are up to date.

System specs?

System specs?
Specs are fine but here they are anyway.

Intel Core i7-11700K
NVIDIA GeForce RTX 3070
Corsair Hydro H100x CPU Cooler
32GB DDR4 3200MHz
Asus PRIME Z590M-PLUS Motherboard
2TB Seagate Firecuda 510 M.2 PCIe

Kind of hard to believe though.

I'd say let it build by someone else.

Are you using the same OS installation for every build?

And when you say drivers, are you including the chipsets?

Is the power source (wall outlet) the same? Same power surge protection (if any?) Any voltage regulator/UPS between the PSU and the wall?

IDK, at last resort try an exorcist, maybe your home is haunted?

Yep, very hard to believe, but why would I lie?

And my current PC was built by someone else.
Fetch the PC to another house and test it there. If it works properly you have to resolve your house's power circuit problem. If not, you will know that most possibly your PSU or RAM or UEFI settings cause that. Check your OS integrity before all else though.

Could be something else in the house but UPC should remove most possible issues.
OP
List all the software loading on start and that you then start?!.

Have you tried turning on vsync? It might feel laggy, but it's a good place to start as it normally solves these issues, because if it's off, then you'll always get a certain amount of stuttering and tearing. Note that it's much less noticeable if the monitor refresh is high, say 144Hz and the rendered framerate 250fps+ or so. Lag will be low with this level of performance.

If you have a G-SYNC or FreeSync monitor, then so much the better. Enable that and tell us how it goes.

Yes, I have tried that many times, doesn't help. I have a GSYNC monitor too.

In that case, sorry, but it's impossible to tell what's going on without a close look at it. I'm intrigued though.

I think I'm right that you're seeing this problem in more than one game across different systems?

Do any games work properly? This might be a good starting point for troubleshooting.

Have you tried HDMI over DisplayPort?

Also, have you tried a different monitor? It doesn't seem likely, but let's not rule out anything at this stage.

I just don't get it, surely if it was an electrical issue my UPS would have stopped it from damaging my PC, right? And again, this is my 5TH PC and it has the EXACT same issues as the four computers before it. I can't stress this enough but it being an issue with the PC itself has to be out of the question, it just can't be it. It makes zero sense.

Try turning off "hardware-accelerated GPU scheduling" in Win10.

I took my previous PC to another house and it did it there too. I can only guess that the electrics at my house damaged the PC to the point that taking it to another house wouldn't change anything. I am an idiot though, I should have taken my new PC to another house first but I didn't think of that, I bought a UPS the other day and thought that would keep my covered, but clearly not.

What I don't get is that if it was an electrical issue my UPS would have beeped or alarted me that something had happened. Also, I am no expert, but aren't modern day PC's built to protect from surges and other electical issues? So that, on top of a UPS, I just don't get it.

It's already off.

Have you changed all your peripherals (mouse, keyboard, monitor) and the monitor to pc connection and power cables?

Maybe you could try a new PS5 or an Xbox and enjoy gaming.
Just don't come back here if they stutter...

No idea where you live, but at least you can watch TV without issues?

I get stutter on my PS5 and Series X too.

(not joking)
So, change home or fix its power circuit. That's the cause of all your headaches. Almost surely.

Do you always use a blank new windows installation?

You've said what I was going to say.
