Artic. Period. You really can not go wrong with those fans. For my last 2 personal Rigs I purchased Several 140 mm Artic F14.
Reason
1. At 1350RM they are moving 74 CFM
2. Because they are moving at a lower RPM's than the 120mm fans, they are quieter.
3. Because they are moving 74 CFM instead of the average of 63 CFM.

Note:
1. They are on the average +1 dollar more than the Artic 120mm fans listed on Newegg
2. Just like everything else of late they are going to cost more and might be harder to find. This goes for the 120mm fans as well. 5 months ago I picked my 140mm 5 pack for $28. They are currently going for $37.

As of 6/6/2020 the 5 pack is out of stock.

Look for the 5 set it might be good but alas Arctic are by far the best price/performance fans. In you region you may get good Scythe fans in that range.

Would you give us a list of the fans available?
I already search the fans that below $10 (which is my budget for 1 fan) id cooling xf, df, and sf, coolermaster sickleflow, fractal design silent series. Noctua, be quiet!, coolermaster masterfan/masterair, corsair LL series all so expensive in here. So i have very limited option

Well do an Amazon search by price some of the Deep cool fans can be had for cheap but honestly you will have to take a gamble and try Ali Express.

Ah ok. But it is used and the seller just sell the fan like that. No packaging. So i still doubt the fan will last long. But i already see Gentle Typhoon review they are good fans

A vote for Arctic P fans from here too. For once you can have a good AND a cheap product without buying two products. :D

Those Gentle Typhoons are also legendary, especially in radiator use.

Gentle Typhoon are fine. Very quiet and I use one. These fans also have some variation, some spins faster than the other. Mine is AP15 that spins at 1850rpm. The only quirk I found is, because I have very sensitive hearing, this fan produces very high frequency sound, its not loud though. Most people wont hear it.

If you have any other option just list them. Im from Malaysia, Arctic fans also no available here.

I usually buy Phanteks fans when newegg has em for $10 a pop and I buy a dozen. Take the Noctua Fans off a Noctua cooler and pick up a whopping 6C

Phanteks-Noctua.jpg

Quiet too

"The Phanteks PH-F140HP/TS is the clear winner in every respect. It edged out the new Noctuas every step of the way, delivering the best overall results of any fan we’ve tested thus far. To top it off, it had cleanest, smoothest sound of all the new fans in this roundup. If we had to start from scratch, this might be our new reference model. "

The letters after 140 indicate the frame mounting ... one for 140mm fans on 120mm cooler... one for round ....for case fansF140 SP

SilentPC Fans.jpg

Also note that advertised specs are pure BS ... when you see 80 cfm / 1.2 SP, that means it will pus 80 cfm @ 0 SP an create 1.2 SP @ 0 cfm .... consider yaself lucky if it produces 40 cfm @ 0.6 SP.

Or replace the NF-A12 with the Noctua NF-F12 industrial PPC fan.
Not all Noctua fans are quiet but slow.

If you don't care about noise and want a cheap, rock-solid fan that moves insane amounts of air the 120mm 252cfm Delta's are a steal on Ebay. They do suck huge amounts of power (can't use power off a motherboard, I go with Molex to 3-pin adapters), can cause serious injury (adds to the fun factor) and sound like vacuum cleaners. My favorite fans at the moment and they can be had for less than $12 each if you order a few of them.
