I want to buy a RX 580 and I have a PSU of 550W, my motherboard is a B450M DS3H V2, CPU Ryzen 5 3400G 3700MHz, 16gb DDR4 ram 2666MHz and a 7.2k rpm seagate HDD.

Could I buy the RX 580 with my setup?

I want to buy a RX 580 and I have a PSU of 550W, my motherboard is a B450M DS3H V2, CPU Ryzen 5 3400G 3700MHz, 16gb DDR4 ram 2666MHz and a 7.2k rpm seagate HDD.

Could I buy the RX 580 with my setup?

Be specific on the 550w, aka model number and year it was built

The website says a 500W is enough for the setup, so that is good to know!
500w is a meaningless marketing term, there is a huge spectrum of 500w PSU from those that can handle 500w @ 50c, full power 24/7, stay within ATX spec and offer excellent efficiency to those that will offer a spark show past 300w and do serious damage to hardware.
I have a intertech sl 500 tbo (brand is TBO or TSBO)
it's an old platform that operates more like a 350w unit (and not a good one), get something decent and don't put your PC at risk

A 450W+ model from a reputable brand will be enough for a setup like that.

Yeah I tested a similar with my 450 WATT powersupply from rosewill. All was good. It's my test PSU

The PSU that you use is ok because neither the RX 580 nor your CPU are too powerful and demanding.
The real problem in your setup is the extremely slow Seagate HDD.

Can't you buy a modern PCIe 3.0 M.2 SSD?

Oh, no I already have a M.2 NVME SSD! I use the HDD for games, the M.2 with 500gb is for windows and small games.

I would not use it for the reasons I mentioned above on top of the fact it lacks a PCI-e connector for video cards.
You could use molex adapters that come with the video card if you feel like risking your newly purchased card along with your PC but that would be a you decision.

Well, the thing is, I'm a budget guy and I don't really know to to do that and the cable stuff.

I do have a 6 pin connector at home so that would not be a problem for the 1650 and my motherboard is PCIe gen 3.

And as you said, the PSU is the only problem in this case. A photo of my PSU here;

the PSU lacks one according to its spec sheet

It's an old group regulated PSU, hence the low 12v power and why I said it acts more like a 350w unit
Last question, can I just use a 1650 for my pc?

Last question, can I just use a 1650 for my pc?
in theory it should be ok , I mean it's clear you have no desire to upgrade the PSU. I would just make sure to get a GTX 1650 without a six pin connector which should be most of the cheaper ones

I would not recommend using an RX580 with that PSU. I highly suspect you will hit a lot of instability if not even random shutdowns etc.

That PSU is more designed for the older P4/Athlon era motherboards with such high amperage on 3.3V and 5V

PSU upgrade should be on the cards ASAP!!! For all intents and purposes that PSU is a very old 350watt PSU for this discussion as nearly all load in modern systems is nearly all 12V bar things like HDDs. Any modern designed 500watt would be a BIG step up.

The one thing you should never go "budget" on is your PSU. Stability/protections etc are the 1st things to be compromised on budget platforms and those budget things when they do go pop go pretty spectacularly and take out basically anything connected to it with it.

Yeah the 1650 should be OK. The rx 580 is more powerful yes but I would not say trust that PSU for the long run

I mean it'll turn on yes but I assume depends on the Game (that's if you're gaming) it would shut off but not damage anything. The PSU will be fine. You just extended the limits of it ah ha

Yes, the PSU is one of the most important parts since it's the part that can break your PC. I'll just get a 1650 and I'll be fine. I'll for sure seek an expert or just buy a new 650 watt PSU later on if I am going to step up.

I am in the Netherlands so I would mostly either buy it from Megekko, bol.com, Amazon or Mediamarkt.

By the way, what PSU should I take to be safe, not destroy my pc and that can run decent graphic cards like the rx 580?
