As far as I know, none of the "3D" games of the second half of the 90s used any kind of dynamic lighting. But which is the first PC game use any dynamic lightning?

I think this game is technically 2d sprites I think the op is asking about 3d games.
 
Unreal game and engine, then only Quake 3 engine and game and the rest.
 

I want to say unreal 1 had some sort of dynamic lights as well I'm just not sure if it was truly dynamic in it's first iteration.
 
As far as 3D games are concerned, Quake from 1996 uses dynamic lighting. It was most likely the first title to employ it.

Weapon projectiles and explosions, as well as molten lava blobs cast dynamic lights. The effect can be seen at the very beginning when selecting the "hard" difficulty level:
