I'm talking about Turbo Ratio Limits. I can't adjust them. Is it because it is not supported on ancient CPUs or is it due to OEM or do I need an unlocked CPU? Or simply, what's the reason? Thanks.

what's the reason?
The yellow lock icon in the Turbo Overclocking section usually means the BIOS has locked out adjustment of the Turbo Ratio Limits. I do not have access to a wide variety of 13 year old laptops. I cannot tell you if any manufacturer left this feature unlocked or not. Most manufacturers of laptops from this era also locked out the turbo power limits.

If you want some control over the maximum CPU speed, try checking the Set Multiplier box on the main ThrottleStop screen and adjust that value. Press the Turn On button to use this feature. The title bar should not show the word Monitoring. You will probably get better results if you use ThrottleStop to switch to the Windows High Performance power plan. This helps reduce fights between Windows and ThrottleStop trying to control the CPU speed.

You are a legend. Setting multiplier values has helped lowering turbo boost clocks. Thanks!!!
