Why my GPU fans do clicking noises?

So I recently bought an XFX Radeon RX 570 4 GB RS and mounted it into my Optiplex 7020 case tower (which has a third-party FSP 500w PSU so power is not a problem) and it ran fine and gave expected FPS (around 45 FPS on Ultra on 1080p in need for speed heat for example) but then I noticed a really weird issue, when my GPU fans start running from 41% (1175 RPM) to 49% (1910 RPM which is the peak noise fan speed) it starts doing a clicking noise that sounds like hard drive clicking but 10x faster, It sometimes sounds like interactive uranium, I already made sure the GPU is clean and it's fans are not coming in contact with any wires...

So when I go below 41% or above 49% GPU fan speed I don't hear any clicking noises, Also when I run the PC Case horizontally I don't hear any clicking noises at any fan speeds... It only happens when I run the PC Vertically (which is what the case is designed for)

So why does that problem happen? and how can I fix it?

Possibly the ball bearing of a fan is faulty. You can gentle push on the fans and they should not have play.
Have you bought the card used? If yes it could have been used in a mining rig 24/7.

Remove the fans and apply a drop of sewing machine oil in the hub, or buy a GPU riser so the card is vertical.
