How many degrees better will the 11700K run if the AVX Sets are turned off? AVX2 and AVX512, is it okay if they are turned off? Is there any performance loss in games?

No, not really. There is no point in turning it off.

If your workload uses AVX, yes, turning off those instructions would reduce temperatures. But it would also kill your AVX performance. But that's as much a solution as turning your computer off is a solution to reduce CPU temps.
And no, gaming doesn't use AVX as far as I'm aware, so it wouldn't make any difference there.
There's no point in turning it off either way.

Turn it off and find out for yourself! Then report your findings back to us!

My "guess" is, if there is a change in temperatures, it will not be significant.

Games use AVX, just not AVX-512.

You'd be better off turning off HT or turbo boost if you want to see a difference in games.

Oyunlar AVX kullanır, sadece AVX-512 kullanmaz.
Eski konuya bakın.
yani AVX512'yi kapatırsam performansım düşmez. AVX-AVX2'yi kapatırsam azalır mı?

Yes, turbo boost makes a big difference to temperature and power consumption, but obviously it will impact performance. In some games the loss won't matter, depends on expectations. HT usually makes little difference to performance, but reduces heat and power a little. Pretty sure disabling AVX512 won't do anything unless it is being used.

If it does run cooler its because you gimped it by turning off AVX. Why not just work on better cooling?

Yep, or just set a much lower AVX clock speed(if possible). Either way, the lower temps are from lower performance.

games use avx don't turn it off...

games care more about cache and memory latency than processor clock anyways.

I remember my 7700K being stable at 5.2GHz with -2 AVX offset.

So I'd say basically that it may be needed to have some negative offset to AVX when overclocking, but otherwise, not actually. AVX is demanding anyway.

In Asus bios you have to options
1 - Auto
2 - user specify

Choosing the second one and setting it to 0 is like AVX off

5.2GHz -2 AVX = 5.0GHz
you would have done better doing 5.0GHz AVX 0

If you actually have AVX/AVX512 applications, then turning it off will result in lower temperature for those specific apps. As suggested, a better alternative is the AVX offset. Even better, adjust the PL1 and PL2 power limits, which can be used to adjust heat output independent of the workload type

Also try reducing voltage a little bit
