Windows 11 - Using Throttlestop and Hyper-V

Hey everyone,
this is my first post here. Please be patient with me :D.

I am using a Dell XPS 7590 with Windows 11 Insider Build.
Due to thermal throttling, I want to undervolt my XPS.
But I am using WSL2 and Android Emulator every day and need those components.
These will require Hyper-V enabled and with Hyper-V I am not able to use throttlestop.

Is there any way to undervolt and use Hyper-V in Windows 11?
I noticed that HWMonitor shows the cpu voltage offsets even if throttlestop is not running.
So maybe there is a way to do undervolting with Hyper-V enabled.

I heard of PowerMonkey but didnt had luck with compiling it.
Any ideas?

That is the only way I know of but I have never tried this. When WSL2 is being used in Windows 11, monitoring software cannot read or write info to the voltage control register while in Windows.
