i always wondered why can't you install multiple programs at once, or uninstall them
 
I would guess file dependency conflicts with the installers, things like installshield windowsinstaller ect are a program that install and manage program installations some cannot run multiple instances.

You can uninstall multiple programs at the same time by launching the uninstaller from there directory if they have one, windows Add/Remove does not allow this.

Its kinda like rebooting after installing hardware, most of the time not necessary but not a bad idea.
 
You can, just I would recommend it
 
I do it all the time after a clean install
