I run 7800x3d with 4070 ti on 750w psu. It's not even getting warm.
What I've noticed is that PSU calculator websites are greatly overestimating newest components (RDNA3, Ada Lovelace, AM5).
Get OCCT and run power draw stress test. It's going to squeeze more Watts than you would ever be able to during casual utilization.
In i.e. MSI Afterburner check power draw from your CPU and GPU.
then add typical peripherals (provided values are not very accurate):
1x FAN ~ 6w max
pump ~ probably 10w (can't find detailed info)
MOBO ~ 80w Max
M2 NVME drive ~ 10w max

This calculation should provide you the absolute maximum possible power draw. Then compare it with proper values provided by your PSU. (700w PSU will not provide 700w of power to your PC)

RTX 4070 is greatly vulnerable to Undervolting. You can easily reduce its power draw by 20-30w right off the bat. With a little bit more luck and trying probably around 50w.

It's a braindead UV monster. Up to ONE HUNDRED watts. 50 is usually a bare minimum you can achieve. Same goes to RDNA3 GPUs which are ridiculously overvolted by default drawing up to 1.8 times more power than they actually need.

The GPU in question is a plain 4070, not a Ti. They almost have a hundred watts difference.

I've actually stressed test some 750w with a 5950x/4090 and they're fine ada behaves way better than ampere.

I ran a 4070 on a 600w no problem. It actually uses a fair bit less power than the 3070, which I had also run on that 600w without issues.

RTX 4070 is a 200W card, so if your other components do not eat more than 360W (together 560 for 80% load which is optimal for such power supplies), you'll be fine.

I have a 4070 and even with the power limit maxed it only draws 190 - 205w dependant on the game, my 650W PSU does not break into a sweat.
