He means reseat, Take off your video card from the PCI-E slot, and plug it back, that's what he said

I think the BIOS on my GPU is bad. But I can't find the default BIOS anywhere for my card.

leave it off, VSync Locks the Monitor and video card to the maximum refresh rate of 60 Hz

Clocks aren't coming out of 2D mode. It's not VSync. :ohwell:

But the core clocks go to 800 MHz. Does this still mean they aren't coming out of 2D mode?

basically when you start a game the clock speed isnt reaching the intended speed for 3D mode and sticking with the lower clocks of 2D
