Software voltage readouts are very often completely wrong. So just set LLC to medium(idle:+5mv load:-10mv) and don't worry about what the software reports because it's wrong. Just make sure the CPU doesn't overheat.
If you feel adventurous you can try read the voltage of the legs of the VRM output caps using a DMM. But you have to bale to get at the back of the board while the computer is running.

Yeah that's good. Set 1.425V in BIOS and see if you can't get 3.9Ghz.

Possibly a good point to stop, AMD's core temp sensors are bad, and CPUID is basically wrong by a small margin either side. Run P95 for a few hours on whatever is most stable and you can stop it at that point. Hyper 212 EVO wasn't designed for miracle overclocks, I'd be happy with 3.8-3.9 on a 1100T.

Strap a second fan to your EVO and then leave it at that!

Leave P95 running for at least 30 mins (preferably longer), or until your temperature peaks and plateaus, only then will you know what's safe and stable.

Any decent 120mm will do, the EVO 212 comes with an extra pair of fan clips (if you still have them). I used one on an old 965 system I was overclocking for a friend.

Your voltage is higher then the bios setting because of the load line calibration. Its better to run no load line calibration and just use more volts to approximate the same. You might only lose 100 mhz but your chip will run a lot healthier.

Bios voltage and sensor reading voltage are always different though, so its best to just use the voltage read in cpu-z for consistency.

The 212 kit comes with an extra fan mount.

Instead of running two fans, maybe consider gutting one fan to make a spacer and then putting a thick fan on it (thick fan + spacer).

Usually the rear case fan is so close to the heatsink having a push pull on a 212 introduces extra turbulence.

I did once strap two Nidec Beta V's to a H100 and then proceed to strap that to a Phantom case with about 10 cable ties!

spacers do help alot.
if you think about how your fan is on the heat sink and the center part (the axis it spins on) that part doesnt push any air so you get a dead spot. a spacer helps eliminate this dead spot so more of the surface area gets air to it.

the closer to the heat sink the fan is the less likely you are to get any airflow through the parts that the dead spot is touching/close too

my videocard fans are zip tied on lol. It idles at 1*C above ambient!
