HIS did a good job re-engineering AMD's HD 4850. Their use of the IceQ4 cooler brings down temperatures a lot, but can not achieve the low noise levels of other HD 4850 cards from the competition. Compared to the reference designs, the increased clock speeds translate into a six percent performance increase, more than any other HD 4850 card we have tested so far.
HIS also succeeded in reducing the power consumption of their card below HD 4850 reference levels, even though their card runs at considerably higher clock speeds.
Overall the HIS HD 4850 IceQ4 is a good choice if you are looking for a HD 4850 with a bit more graphics power and lower temperatures. If fan noise is your primary concern, then maybe you should also consider the offers from other board partners.
