Simple software to organize photos

So my sister is in the need of a very basic software which allows you to view pictures, organise them and delete them. Preferably as simple as possible. Can be either free or for price, doesn't really matter.

[x] many varieties of organizing them
[x] deleting pictures (ATTENTION! requires keyboard with functional "delete"-key. A mouse with functioning right-click-mode is also possible.

or you may try acd see but its trial
i guess if just for organizing you could use windows or these freewares

According to her standards, both Picasa and the default Windows software is horrendously shit.
Essentially she needs a Picasa alternative.
