The Ultimate Problem:High CPU,game not smooth,high latencies,etc.

Hi!
My problem is:
I've got high CPU Usage on every single game i play.I have a very good CPU and PC so that shouldn't happen.I've seen videos where people with same CPU and GPU had less usage.
Also high FPS and the game isn't smooth.It's so laggy.I've checked Latencymon,it said that DirectX kernel thing and wdf01000.sys has the highest latencies.Vsync mades it better,but not perfect.
I did: -Windows reinstall,full reinstall to older version.
-BIOS reset
-Disabled Intel Speed Step,etc.
My rig:
I5-7400 3.00 GHz
GTX 1060 Mini ITX OC 6 GB
16 gigs of RAM
2 SSD,1 HDD
Using 2 Monitors,both 1920x1080 60 hz.

What games are u having issues with ? , did u try to check ur task manager?
 
Fortnite,R6S,EFT etc.I checked Task Manager of course,that's where i know my usages from.
 
Try with single monitor, my bet on this.
 
What does task manager is saying is actually using percentage wise of the CPU?

Are you by any chance running something from the same HDD the game is installed on? Recording or using a HDD in any other way aside from games is a sure way to cause lag.
 
Windows 10,actually the games max the CPU out to 100%.

It's so much better with one monitor.It still stutters and i have high usage on CPU,but its better.Any way to reduce usage?

I run Discord from the same drive
 
Kill off Windows services you dont need that are active and trim down the amount of third party apps you run while gaming. Run only with bare necessities, so game + discord in your case. Disable monitoring apps as well, they eat cpu cycles too.

Beyond that, no. Youre running into the limitations of having only 4 cores, only other thing I could think of is your rig is infected and malware is eating your performance.
 
I am not even sure what the issue is. Stutter ? Latency as in what ?

The 7400 is not very high clocked, you are just looking at the performance it can deliver.

So there's no problem with high usage,but what to do with the stutter? even with one monitor and no tearing.Its tearing with the main monitor connected.

I mean,when i use the second monitor to play its good.with my main monitor where i use to play its bad.

when fps > monitor refresh rate you get tearing...since fps locked at 60 check monitor refresh
 
i got it locked to 59 now its better will try with the monitor change to see if its fixed.
 
You will always get tearing if the refresh rate is not synchronized with the monitor. In other words unless you use a form of V-Sync.

can u post a pic of your task manager by cpu usage history?
 
Is streaming enabled on something, doesn't Nvidia have something for that , genuinely never used it so don't know how to say, turn it off.

Shadowplay is never on by default.

Windows GameDVR should be turned off though.

You got better things to worry about than input latency if you got lag frame time issues.
 
i5 7400 only boosts to 3.5, might be part of it. Might also be thermal throttled, what temperature does it run at? You also didn't state the ram speed.
 
Use HDMI cable instead of dvi/displayport if you still get tearing with vsync on. High cpu/gpu (100% usage) is normal with vsync off. Vsync does cause a bit of a delay in my experience, but is usually worth it. The only game i play with vsync off is dota 2, where response time is more important.
 
1. Why are you disabling speed step ? Trying to insure your CPU runs full tilt all the time ?

2. I run gaming monitor off GFX card and 2nd monitor off IGPU
